For us, what a quotation now means is controlled by what it once meant. It is the opposite for many Biblical authors. For them, what a quotation once meant is controlled by what it now means. They did not use quotations to report what their authors then had in mind but to reveal what they now do. Either way works as well as the other as long as we keep this cultural difference in mind.
